Troy A city worker is being disciplined for placing a Confederate flag in an African-American co-worker's locker.
Clifford Halpin was ordered suspended for two weeks without pay, to pay a fine of $100 and to undergo diversity training, according to a copy of the settlement.
Halpin, a nine-year employee of the Department of Public Utilities, admitted to placing the flag in the locker of co-worker Mark Scott June 5 as a practical joke. Scott also has worked for the department for nine years.
